A former teacher, small business owner, rape crisis counselor, PTA President and biomedical research specialist, Sue Kelly was elected to Congress in 1994 and is now serving her sixth term.

She is the author of legislation which abolished the capital gains tax for middle-class homeowners, the Hudson River Habitat Restoration Act, the Transportation Equity Act for the 21st Century and the Safe, Accountable, Flexible, Efficient Transportation Equity Act, which has directed more than $27 Billion to New York for roads, highways, bridges and mass transit, and the Women’s Health and Cancer Rights Act, which guarantees women reconstructive surgery following a mastectomy.

As a member of the House Small Business Committee, Kelly has been a fierce advocate for small businesses which produce two-thirds of the new jobs created in the United States. She has led the effort to reduce the regulatory and tax burdens which impede the creation and growth of small businesses, and was the principal author of the Truth-in-Regulating Act, which requires the government to assess the impact of regulations on new business before they are implemented.

Kelly is the chief sponsor of the Business Checking Freedom Act, which would repeal a 70 year old law that prohibits banks from paying interest on a business checking account. She is also the sponsor of the Increased Capital Access for Growing Businesses Act, which would increase small business access to capital for growth and job creation.

Kelly has long promoted efforts to make health insurance tax deductible for small businesses in order to increase access to affordable health care for small business employees and their families. She is also a cosponsor of the Small Business Health Fairness Act, which would allow small businesses to join together through bona-fide trade associations to purchase health insurance for their workers. The Congressional Budget Office estimates the legislation would save the typical small business owner or worker up to 30 percent on health insurance premiums.

As Chairperson of the House Financial Services Oversight and Investigations Subcommittee, Kelly was the first to hold hearings on the Enron and Global Crossing bankruptcies and the WorldCom accounting scandals. She is the author of legislation which cracked down on corporate and accounting fraud and increased oversight of accounting practices.

In the wake of 9/11, she led investigations into terrorist financing activities. She subsequently formed the Anti-Terrorist Financing Task Force which exposed global money-laundering schemes used to finance terrorism, and explored ways in which the federal government can freeze the assets of individuals and entities that are funding the development of weapons of mass destruction.

As a member of the House Transportation of Infrastructure Committee, Kelly has helped New York and the Hudson Valley obtain billions in highway and transit aid to improve highways, roads, bridges and mass transit.

She was instrumental in obtaining nearly $7 million to design and construct a new air traffic control tower at Stewart International Airport, funds to preserve open space, protect the environment, preserve the shoreline of the Hudson River, and build a new veterans nursing home facility in Westchester County.

Kelly has been a consistent supporter of tax cuts for the middle class, abolition of the marriage penalty tax, making college tuition tax-deductible, higher academic standards for public schools, smaller class sizes, child tax credits for working families, and expanding Pell Grants for college students. She supported legislation which gave seniors prescription drug coverage.

Kelly is a graduate of Denison University and Sarah Lawrence College. A 47 year resident of the Hudson Valley, she resides with her husband Edward in Katonah, N.Y. They have four children and eight grandchildren.
